For bans between 2-4 years, you can apply after 2 years. So you will need to wait another 6 months before you can ask for your licence back. You will need to request it from the court which sentenced you and will have to pay fees (court, solicitor) as well. Waiting 6 more months might seem a long wait but this is better than having to wait for the full 4 years before the drink driving ban to come to an end.
