It is at the discretion of the magistrate to refer you for the drink drive rehab course. If they haven't done so, maybe it's because they think it will not benefit you. And since you have been on one before and you've been caught driving while drunk again, it makes sense that the purpose of the course will not do you any good. Seems you only want to do the course for the reduction in the driving ban that it offers. Drink driving is fatal.
