Can I be a named driver with my provisional licence on a mobility car?

My wife has recently been awarded high mobility rate of DLA; she has a full driving licence and i want to know if she gets a mobility car, can i be a named driver if i have a provisional licence any answers would be helpful thanks

In scotland, it is not allowed to drive a mobility car on provisional licence.
