Can I order my provisional license and book and pass my theory test before my ban is over?

Looking to get back to driving as soon as possible.

No you can't. If you are disqualified from driving, it means you cannot drive whether it is learning to drive or anything else related to driving. You will need to have a valid provisional licence to take your theory test and because you are currently banned, it means you cannot do that. You will therefore need to wait until your ban is over to go ahead with becoming a learner driver again.
