Failed driving test twice

I have been driving independently for the past 15 years in my home country . Yet i failed my driving tests twice ( last one on Thursday 23 september ). My driving is absolutely perfect and my instructor is very happy about it.Even on the first test, the examiner admitted that he enjoyed my driving . So i don't understand why they can fail someone for a fault which did not endanger anybody or cause disruption in traffic. I was given a serious fault for turning in a side road while another vehicle was coming from the opposite direction
