Paid lump sum and monthly installments for husband's car but he won't register it in my name

The car I bought in December 2010 is still in my husbands name. He bought a new vehicle and I bought his old car. I have paid a lump sum deposit and also monthly instalments to my husband bank account. He refuses to register the car into my name until the day the car is paid in full. Can he sell the car without my permission? If something happens to him, can he give the car in his will to another person even if I have paid for the car?
