Paying for insurance but don't have driving licence, am I still insured?

My mother in law is 96 and has relinquished her drivers license, however she still owns her own car and has a carer who drives for her. She is paying insurance for the vehicle but was told that she has to have a drivers license otherwise she is not insured.
