I'm a bit confused by your question - you're still a learner driver and have 1 year no claims discount? Did you get a car insurance policy in your own name whilst holding a provisional licence? If that's the case, then it makes sense that you've accumulated a year's worth of no claims after driving (or learning to drive) claim-free for a year. As far as I know, there are not many insurance companies out there who are willing to insure people who have not passed their driving test yet. The few companies which do tend to do so at very high premiums.
You should consider passing the test quicker. Maybe more driving lessons and practice and help in areas where you're finding it difficult to master. So you might want to give them a try because you can get insured for an initial period of 4 weeks and can renew the policy on a weekly basis after. This is much better than having a year long contract for car insurance as you can stop the policy as soon as you pass your driving test and move on to another company offering a cheaper quote for the same insurance cover.
