Provisional licence holder and insurance

If a person drives with a provisional licence but is named on the insurance, is the insurance valid in the event of an accident?

Learners are required to be accompanied by someone who is at least 21 years old and having a valid licence for a minimum of 3 years. If that condition is adhered to and the learner has been named on the insurance policy for the car he's driving (learning in), then there will be no problem.
