Which car is the best and cheapest to insure for a 17 year old?

The cars which are cheap to insure fall into the Group 1-5 insurance bracket. The Fiat Punto and Vauxhall Corsa are quite popular among the younger drivers for this reason. They also tend to be quite reliable and their parts are easily available. You'd probably want to go for a car that's not more than 3 years old.

Sorry I disagree with corsa's, I found them very expensive to insure. Cheapest was the cinqucento. £420 over £850 for the corsa, oh yeah it was the spotting one as well for my 18 year old daughter.
